Need to fix the bubbling of floor of my cafe at some places . bubbling/swelling of the wood vinyl flooring inside cafe, don’t want to spend crazy someone with good experience.

We have a large back deck that half of it has been in the sun so doesnt have much paint left where the other half is very good. To try match across the whole area we need to sand back some of the good stuff and re stain. We also have 1 long skinny decking along our clothes line that also needs a light sand and re stain and 1 other. If the person has time then can do all three otherwise we can handle the smaller ones just keep running out of time to do the larger deck. Ideally if we can get this done over Dec/Jan.
