Samsung French Door Fridge - Diagnose and Repair

We have an older model Samsung french door fridge (two fridge doors on top and two freezer doors below). Unit has water dispenser on the outside and total litre capacity is approx 750. Freezer (bottom two sections) work fine but fridge isn't cold (certainly not as cold as the set temperature). Water coming out of the dispenser is also not "cold" (it is like normal cold tap water). Need the fridge inspected and repaired.
