2 toilet seats moving around and lids not staying up. Have tried tightening bolts at hinges but continues to loosen and move around

Broken hinges on cupboard door and toilet seat. Crack in plaster where light fitting attaches to ceiling.

We require assistance in getting a screw removed from the broken hinge on our toilet seat. The screw is locked down and does turn but does not unscrew from the toilet base. We need to replace the broken hinge with a new one but cannot do so until we get this old screw and hinge off.
