Find an experienced handyman in St Lucia

My existing outdoor wall-mounted clothes line has broken and I need to replace it with a similarly sized one; same width if possible 3500mm; slightly shorter length around 600mm to 700mm; the height doesn’t matter. The reason for these dimensions is because it needs to fit to a wide but moderately thin side balcony of my apartment in St. Lucia. I’ve had trouble finding the right dimensions online, so I need help buying the right clothes line and also the right tools for attaching it securely to the balcony’s external masonry (brick) wall.

I have a few IKEA hanging shelfs that needs to be repositioned on the wall above my study desk. Just need to align the brown shelves and the one with door to the inner one. Optional if you could somehow fix the door it would be great, door doesn't close properly.
