I have just moved into a new house and the down pipe drain is draining straight out onto the ground and not into the box thing. The pipe appears to be longer than the box? Need to get it fixed so it drains into box and not draining straight onto the ground

There is a problem of water leakage through the roof of a double-story townhouse, but it occurs only when it rains heavily. The leakage is into the plasterboard.
