Repair a patch of ripped carpet

Carpet is available, need assistance with professional installation.

I need help to cut out this part in the decking that’s covering the spa. So I can access the pipes on the side to repair a leak. Need it neatly cut out using a circular saw so I can screw the timber back in once completed. We have tried multiple things to open this section but cannot. It has to be cut out.
