2 pairs of trousers need shortened - very straight forward

I need a dress taken up it is a Indian gown

I need my dress to be altered at the bust and waist

The dress is a 23inch waist and a 31inch bust, i am a 29 inch waist and a 34 bust. Is there any way this can be made bigger?
