The third radiator does not need new valves. The top part is cold because it is full of air not water. It only needs bleeding. Simonas did a first class job. Above and beyond. Great attention to detail and a quality finish. When the old panel radiators were removed to replace with column rads the walls and old skirting behind were visible which would be hard to fix once the new rads went on. Before fixing the new rads Simonas levelled the wall and painted everything behind first. A great job and a lovely guy.
