Attaching/installing a Hills 7-line retracting clothes line to walls

Old clothesline I want removed. The pole I think is concreted into the ground but if you can cut it deep enough with a angle grinder or something to make it safe to walk across that’s also fine. The top part of the clothesline is just laying in the backyard loose but needs to be dismantled and disposed of.
