One side of garage door won't open automatically

Im looking to have a windowframe, doorframe and door installed along the front section of my garage. Half of front section is layered by a brick wall with the rest being open space. The roof of the garage is concrete. Ideally i want to cover the open space with a window frame build, fitted with two large perspex. At the door section im looking to have a door frame/ fitted door installed, as well as another smaller window frame above it. I also am looking to potentially install roller blinds on the inside of the garage.

Water has damaged some door frames and window frames and we would like to get these fixed before the damage gets worse. Would probably need someone to come and look as I'm not really sure what is involved and what the cost would be.
