Have purchased a gas hot water heater 135L, need installation and removal/disposal of existing unit. Need to be licensed plumber and can share details

Need a plumber to inspect and possibly install a temperature valve or diagnose the problem of shower temperature not stabilising. It goes with too hot or cold the problem must be fixed. I have purchased a temperature valve as I believe that is what's needed although I would much prefer a comprehensive inspection to properly diagnose the problem.

There is definitely gas to the property as the stove is working. It appears there is no gas going to the heater for some reason. I've checked the knobs at the heater and the meter and both are in line with the pipe in the on position. No gas to heater cant smell or hear anything when turning the gas knob and trying to reignite pilot. Heater is a Rheem.
