My sink drain cap is stuck and needs to be loosened. Looking for someone experienced with plumbing/sink fittings to safely loosen and remove it without damaging the sink.

Drainage is partially blocked

I have a rainwater tank at my property, I recently change the both pump and controller myself, not sure what went wrong the pump auto turn on and off in every 5-10min. Need someone to fix this issue, it may be a quick fix not sure. Can someone please fix this for me??? And tell me their charge , not willing to pay call out fees.
