I need 3 flight of concrete stairs currently carpeted to be installed with floating boards

I had a exposed slab polish floor which was covered in scratches. Employed somebody from Hi Pages who came with a polisher/buffer and it did nothing. They then said to paint it and now it looks crap, so looking for somebody to grind the paint off, along with the shallow scratches so that I can seal it. Just want to return it to its original state, minus the scratches!
