A few weeks ago, my accounts and devices were hacked into and I’ve lost so much because of this. Now my phones have done a factory reset and now they say locked to owner. Fix broken screen for laptop

My Dell Inspiron 14 laptop can see Wi-Fi networks but can't connect properly. It shows 'connected with no internet' while my phone connects fine to the same Wi-Fi. I’ve tried uninstalling and reinstalling the Wi-Fi adapter, but it only works temporarily. The troubleshooting shows ‘Local IP address not connected’ and ‘Can’t reach the default gateway.
