Hanging an 80cm Round mirror above the mantle piece

Fix electrics in bedroom (outlet is 'hot' and zaps me when touched) and two bulbs out in the bedroom which need to be fixed / changed. Also need help hanging a small/mediumish sized mirror and a small/mediumish sized disco ball, neither super heavy. We have a ladder but our ceilings are very low so might not even be needed. Please don't offer if your price ask is going to be wildly different than what my budget is. I have not gotten the electrics fixed for 1.5 years because I have never been able to afford it as I have been out of work for 6 years and now I have this amount I have saved up which I want to use for it if possible. If not it will have to stay as is. Happy to give a glowing reference for you.

Do need blue wire I was told, please bring this with you, it's basically the blue wire which is used as the switched live (carrying power to the light) and needs a brown sleeve to show it's live, connecting to the L1 terminal, while the main brown live goes to the COM (common) terminal, and the earth (green/yellow goes to the earth terminal. Please let me know if you can do this, my husband did other 2 and its fairly straightforward he said, we just have not got tools anymore to change this. While the main brown live goes to the COM (common) terminal, and the earth (green/yellow) goes to the earth terminal. There are also some photo frames that needs to go on wall and 1 small shelf that needs to go on wall, and 7 photo frames and 2 battery wall lights on the wall. Max 2 hours.

I need help hanging a large (100cm x 80cm) mirror and installing two small floating shelves. I do not have nails or a hammer/drill/tools to complete this task so they would need to be brought as well. The mirror needs hanging on two nails, the wooden shelf on two nails and I believe the steel shelves do come with the nails needed.
