I assembled my Gaming PC but the GPU doesn’t seem to work

One of my GPU fans are spinning at an extreme speed despite the PC being stone cold. Additionally, it occasionally stops spinning to then eventually restart. Lastly, my screen is black and, when i replig in the HDMI cable, the screen flashes white then red.
