Overhead kitchen cupboard needs new hinges installed

Need an experienced professional to simply affix two X-Large plastic hooks by 3M onto a wall in our home. Each hook holds up to 6.8kgs (see photo). Hooks must be affixed at the right level so that we can hang a large painting on the wall. No drilling is needed for this task!
