Astral E25 Pool Chlorinator is not sending power to the chlorinator cell. I discovered this after cleaning then replacing the chlorinator cell. There are 0 volts across the terminals powering the chlorinator and low resistance (~2 ohms). Three of my downlights in the kitchen suddenly stopped working. The electricity box and downlights globes are ok. When i moved the switch around once the lights blinked for a second. I'm not sure what is the problem but i need it fixed.

I purchased these second hand pendants. Not sure if they work or not so would like to have them re wired so I know they work and are safe to sell second hand. I’m not sure how much this should cost so please quote accordingly. Thanks!
