I have a brandnew Dell/alienware desktop PC and new monitor that are no longer speaking to each other after installation less than a week ago. Not sure if it is the screen of OS on the PC, or something else. Need it up and running or diagnosed for return/replacement. PC & screen both have power and seem to be on, but no functionality.

For over a year now my self-built (in 2014) Windows 10 PC has had occasional issues booting, and will hang on the Win10 logo while the dots continuously spin. Sometimes it will turn itself off 1-2 seconds after it is switched on and will continuously restart and turn off until switched off at the PSU. I have attempted to fix this a number of times, by cleaning out dust from the case, updating drivers, checking cables, reseating RAM etc, but the issue now reoccurs with greater frequency and I am running out of ideas. I suspect it is a hardware issue but have no spare parts to test.
