It appears that the grout between them was painted many years ago and it has deteriorated. The paint and dirt need to be scrubbed out. 1. Using a Citrus cleaner, group cleaning brush and a modified wire brush (I have all these) scrub the grout. 2. Clean the tiles with a mop and see if further treatment is needed. You'll need gloves.
