Curtain blinds fall down not going up I think curtain thread is loose

When lowering blinds, one side gets "stuck and will not lower. Can you please fix? I need it done on site, please do not take the blinds away.

She now deserves the freedom to come and go at her leisure – but I need someone handy to help install it properly (there’s only a temporary fix in place right now).
