The Stormwater pipe has collapsed under the footpath. I would suggest the footpath needs to be dug up and the pipe replaced as and where necessary. Any concrete /dirt/rubbish etc must be removed from the site once the task is completed Once you have done the stormwater pipe repair you will have to reconcrete the pathway and return things to as they were.
