Need to replace 4x ceiling lights and install 3x ceiling fans and 1x pendant light in single storey house. The ceiling height is 2.4m

One of my circuit breakers is turned off, and it's not turning on when I tried to turn on. Last week some people did some flooring repair on upstairs, and looks like some wiring moved. Some of lights doesn't work related to this circuit breaker.
