My old Elena sewing machine stopped doing stitches.

I have a singer sewing machine, the issue seems to be with the bobbin, when I try to wind thread onto it as normal, it winds very unevenly which then doesn’t allow me to perform a straight stitch. I have tried new bobbins but still the same issue.

This suit is a little too big for my son. Ideally I wanted to tighten the waist of the trousers a little, and take in the jacket as well as shortening the sleeves. I was wondering whether it would be possible to shorten the jacket or not, realistically. I’m not sure if that’s something that can be done.
