Replace a hot water tempering valve in the apartment

My hot water system is only producing warm and lukewarm water ever since winter started. I’ve found the issue is the Tempering valve needs replacement. How much would it cost for you to supply and install a new 1/2 inch tempering valve to the existing hot water system? I’ll need a plumber to check everything is okay with it, and fix the issue.

Have spoken to 2 different plumbers this morning and both reckon it could be a faulty relay. I’ve replaced the thermostat a couple of times (brand new ones) and the hot water system is just not coming back on. Not convinced it's the element but have been told more likely an electrician issue.

I have a 50l electric water hot water unit currently located in the kitchen. Wanting to relocate the HWU to the garage. The building complex is a set of 5 units.
