My gas water heater makes loud banging noise randomly it makes noise for 7-8 times and goes off. Happens 2-3 times a day

Current electrical hot water heater only heats at 11 pm and runs out of hot water by evening. Need to install a changeover switch to set the heating to day or night. May need to replace the existing circuit breaker to a RCBO. Hot water heater is in ceiling through crawl space. Apartment building also has mains panel in basement. From the building superintendent: "The 20amp switch is for your hot water. The 63amp switch is for everything else. The 20amp switch is programmed to only work between 11pm and 6am when the electricity is cheap. You need to bypass the 20amp switch so that it goes through the 63amp switch."

The gas hot water system has stopped working, I can hear the machine starting up when turning any tap in the house to hot water, but gas doesn’t seem to be running through it. I have checked the switches and nothing visibly seems to be wrong. Need to get it fixed as soon as possible.
