Filet upper seat need to be fixed

Existing seat has broken top fix mounting bolts that need to be removed. Need someone experienced who has right tools and can avoid damaging the toilet ceramic. I have replacement seat already

I bought a smart bidet toilet seat and my old housemate put it in. We kept the old one and I’ve moved out and want to take it with me and have the old toilet seat put back in. It’s just a matter of turning the two handles underneath to get the seat off and will need a wrench to remove the double adapter from the tap and reattach the pipe from the cistern to the tap and then putting the old one back on with the two handles underneath. Apartment was poorly treated by tenant and requires some fixes. Kitchen sink water mixer is loose and needs to be tightened/fixed. Ensuite toilet seat has become unhinged. I suspect the blind hinge is broken, the tenant appears to have tried to reattach the whole thing using silicone - see photos.

I need to tighten the toilet seat as it is loose (particularly on one side). I have removed the seat to reveal the two cover plates, but no matter how hard I try, I can’t get the cover plates to come off and the whole thing swivels around.
