Need to fix garage door as I have replaced batteries but still not working

The concrete has raised and doesn't allow for the garage door to close. Need someone to angle grind the concrete to allow for the door to close.

I need to convert a manual roller garage door to electric by installing a motor that attaches to the existing roller barrel/axle, turning it into an automatic system controlled by remote. It’s a single garage. I’m flexible with timing.
