The front of my property has an area 28x3m that was covered in grass and weeds. We nuked those with weed killer and now need to turn the soil over in preparation for weed mat, planting shrubs and a layer of forest mulch. Some minor levelling needed to smooth out some humps. I guessed at a budget - please tell me what you think it should be.

Front garden approx 2m x 2m needs to be dug over for planting. Ground very hard, has had hedges and plants removed and stumps ground. Previous owners had a “thing” for rocks and pebbles, I have removed what I can but they are under the surface as well. Not sure if a rotary hoe is the answer or muscle power?
