Old retaining wall of cement bricks (only 2 layers) are pushing forward after years of retaining garden behind it.. needs either removing bricks, cleaning and redoing the wall or replacing the bricks with a different product

I have a 30 sqm area of year behind my pool which I need a French drain dug and set up. I’d like to turf the area and if someone works in landscaping or has ideas I’m open to them and what we can do in the area. I need an actual gardener and landscaper, not a concreter who makes driveways and paths, I need a garden bed made with sleepers, plants dug out and potted, new plants put in the ground, existing plants in pots repotted, advice on plantings, and if possible a paver path made on crusher dust. I am flexible with time, happy to work around other jobs. First job is the sleeper garden bed which I think should take a day.
