Starter on 1990 nissan 300zx does not crank engine

Starter makes one click and does not crank engine. The car is a1990 nissan 300zx. Car is an engine swap with LS3 6.2 v8. Car ran fine, everything works but starter system seems to be the issue. Car is properly grounded and relays appear to be working. Because the swap also included an automatic to manual transmission, all controls for automatic are abandoned. Lastly, the starter relay is bypassed via a jumper between the terminals at the relay connector.
