What does landscaping include?

I have a large sweet viburnum hedge in my backyard that needs to be prepped for strong spring growth. The hedge runs along my backyard in two sections (approx. 35 m + 15 m = 50 m total length) in a garden bed about 1 m deep. It’s about four years old, well established, with mixed growth strength across sections. I want it set up for maximum growth this season. Step 1 – Clean-up and Removal • Rake out and remove all fallen leaves and the old bark-mulch (laid ~3 years ago). • Leaves are a mix of old viburnum leaves (from thrip damage) and nearby eucalyptus leaves. • Some raking required under the hedge canopy. • Dispose of all waste off-site. Step 2 – Compost & Fertiliser Application • Lay a 2–3 cm compost layer evenly along the hedge base (~50 m × 1 m). • Apply Osmocote All-Purpose fertiliser — roughly one small handful per m² (keeping 5–10 cm clear of stems). • Water in thoroughly to activate and blend compost and Osmocote. Step 3 – New Mulch Layer • Apply 5–7 cm of eucalyptus mulch evenly over the bed to lock in moisture and suppress weeds. • Keep mulch 5–10 cm from hedge trunks to prevent rot. Materials and equipment • Provided by me: Osmocote All-Purpose fertiliser (onsite). • To be sourced and transported by airtasker: ○ Compost: ~1 m³ is my best guess ○ Eucalyptus mulch: ~3 m³ is my best guess • Tasker to provide all own equipment Time:. I guess-timate this is around a 6-8 hours work for an experienced gardener, including green waste removal and supply pick up. Budget: $500 - budget for labour only, inclusive of all activities. I’ll supply the Osmocote onsite, and will pay airtasker for compost, mulch supplies, and green waste disposal (tasker to provide receipts). Other notes: Backyard access via standard side gate (~1 m width). Plenty of working space. Small dog at home who is harmless, but just need to ensure back gate is kept shut so he does not get out.
