Reformat/wipe entirety of laptop + save files onto supplied USB

Device: Surface laptop 2 Issue: recently did a windows software update. Upon startup windows 10 came up with blue recovery screen. Something has corrupted while windows did the update and did not finish completely I have tried all options on blue screen but it’s just keeps coming back to that screen no matter what I do. Only option is create USB recovery media. My goal is to reinstall windows but recover data on the drive. Is it possible to Partition drive and install new windows on new drive and recover data from old drive? Thanks

Solve slow or sometimes no internet connections on PC and reset TV. Problems started when we switched to 5G. Optus telling me I need an extender as PC not in same area as modem.
