Big downpour a couple of weeks back started it. Think it’s either the external blind or seal rather than flashing. About 3m off the ground

The bottom of 2 wooden window frames are rotted due to rain water. I want someone to fix the issue by replacing the bottom part of the frames. The photos show the hole when I thought I could remove the rotted part and fill it but the hole is much bigger than I thought, so want to replace the bottom strips.
