Find a local Microsoft Windows helper in Inner South Melbourne

My Desktop PC will not boot into Windows. I can get into the BIOS but not start in Safe Mode. It is currently booting into the Motherboard manufacturer image. I do not understand enough of the BIOS to know if I can do anything there. I would appreciate someone coming over ASAP and getting it booting properly again please. I need my PC to find and apply for jobs.

My windows don't is scaly and looks corrupted, my outlook classic email also looks corrupted have tried uninstalling reinstalling afew times and did not fix the problem.

PC Windows 10 gaming computer wont boot. have tried all the blue screen fixes and wont even let me re install. Trying to create a USB from a macbook to boot it but running out of time. have a project need to do tomorrow. Budget is for initial review and fix. Looking to establish a long-term relationship with lot of continuous work to come, at an hourly rate as close to what we are currently paying, as our IT guy is no longer working as an IT tech. My gaming laptop (acer aspire v turbo) running windows 10 and not capable of running windows 11,was missing some security and quality updates that's I had errors with. I managed to get this installed using windows update assistant. It is now stuck on 99% after updating the ones listed in the picture. I was able to download them using windows update option but how it's been stuck for over an hour after smoothly reaching 99%.
