One unit of split system air conditioner is not working well. Not cold and the outdoor unit is making loud noise

We have two Kelvinator split system air conditioners. One has a flashing icon that I think indicates it needs a service. The other blows cold air but the LED showing the mode and temperature does not light up. Needing them to be serviced and repaired if any further issues.

I need to install a 3.5kw air conditioner (I have the AC unit)in a studio apartment located in the first floor, the OC requires the AC outdoor unit to be installed on the roof, which is on top of third floor. If there is cabling and pipework on the external building, it needs to be covered with a pipe cover similar to the attached photo.
