While you could certainly go straight to your local authority (e.g. city hall) for the legally binding ceremony, a celebrant-led ceremony lets you personalise the occasion. After all, you can’t exactly ask a judge or notary public if you can set up a flower wall in their office!

But in other places like the UK, religious leaders can officiate a ceremony, though a registrar needs to be in attendance if they are not licenced. For civil unions, a registrar can officiate a legally binding ceremony.
