I need my pc tweak and bios, I want zero delay more fps I’ll pay anything for a good job

I build my own PC years ago and it worked perfectly fine up until 2 weeks ago. I moved and when I connected the ethernet cable it no longer boots up. I keep getting different windows blue screens and I am not able to uninstall previous updates or reinstall windows.

I am looking to upgrade my laptop to a desktop computer. I want something I can upgrade over the years. What I need: 1. A system that can run Adobe Creative Suite without freezes or pauses or lags (with the ability to handle multiple large design files at the same time and seamlessly switch between programs). I use InDesign, After Effects, Premier, lightroom, and illustrator the most. 2. I don't do much gaming, but I do play Minecraft and would appreciate having a system that can handle that without freezing. 3. Need someone to build it for me & assist me in buying accessories like monitors, cables, etc. 4. I would need this person to be available to install future upgrades/fixes.

I tried swapping my cpu out from my pc, I did it successfully but I didn’t know about a bios update and now my pc just won’t turn on and when I go to put in the old cpu it just doesn’t turn on
