Jet blast a toilet , semi blocked drain

I have a drainage problem where heavy rain leads to water coming upwards and out of a particular backyard drain, which then leads to the water flowing down hill and flooding my garage. I went out to the street, where I assume the water from my house escapes and stuck a pole in there, of which it looks to be clogged with dirt and the conditions of the rest of the pipe is unknown.
