Light fixture collar stuck to ceiling, can't unscrew off. Inside of ceiling light collar, bayonet light globe fitting broken, I have replacement light globe fitting ready

We have purchased an outdoor spa, which requires a dedicated, hard-wired connection with a residual current operated circuit breaker with overcurrent protection. The spa has a power rating of 15 to 25 amps, and we are looking for cost estimates to provide the electrical connection. I'm no electrician, but an educated guess and some lazy internet research indicate that the scope of work would likely include the following: - Supply, wire and install approximately 10 metres of 6.0 mm TPS twin core and earth cable from the main switchboard to the spa location. - Supply, wire and install 1 x 32A (or greater) 2-pole lockable rotary isolator with IP65 (or greater) rating at the rear of the property. - Supply, wire and install 1 x 32A RCBO (2-pole, 6 kA, C-CVE, C Curve, Type A, 30mA Type-A MOD6). - Supply and install approximately 10 metres of UV-resistant, waterproof electrical conduit. Preferably liquid-tight flexible non-metallic conduit, but PVC and steel would also be acceptable. - Potentially installing a supplementary earth / grounding rod (< 20 ohms) to provide a true earth / PME system, unless the pump / heater(s) are already bonded and there is no exposed metal. - Hardwiring the spa motor from the rotary isolator switch. - Testing, commissioning, and certificate of electrical safety. Additional details: - House is single-storey, tiled roof. - Spa delivery date is approximately 7-8 November, but to be confirmed nearer the time. - Spa model is the Alpine Spa Oregon https://alpinespas.com.au/shop/oregon/ - Switchboard location is the front / north wall. Approximately 7 metres from the spa location.
