4m high seems stuck

its been in action but it keeps beeping even though the battery has been changed. Also, a lamp blew at a powerpoint and I want that checked too.

looking for someone can look after a smoke alarm, have replaced the battery, but keeps on beeping. It is hardwired to the wall and you need a stepladder to get to. Anyone to know would be good.
