Newly purchased, was starting but when you turn the throttle it cut out. Have sprayed the carby with cleaner, cleaned the spark plug and changed the battery. Can’t even kick start. Looking for someone with moped knowledge who can either tell me what’s wrong with it or prefer fix it (will pay more if needed to fix)

I have a 2014 Honda CB500FA that needs a service. Its got 19381km on it. The battery has fallen flat too, but isn't very old (only 1-2 years) so may just need a charge. It doesn't get ridden as often as it should, and am hoping a service and tidy up will change that.
