Lawn mower cable repair

I have a budget petrol lawn mower (Briggs & Stratton, probably 200-300 from bunnings) that has been used for 7 years, it had been working perfectly well until the last couple of weeks it has become hardly start-up and stopped randomly with smoke out of the engine. Victa Electric Mower has a cord/band stuck in the engine. Sucked it up while mowing. Engine now cannot start. Have tried getting the cord/band out, and while a little has come out, its main component is still wrapped around the inner workings of the engine.
