Need my headlights changed. Have bulbs ready to go, for a Subaru 2011 forester suv.

Ford Focus 2013, Car headlights (low beam) not working on the left side, however works on the right side. Both high mean and indicators working as intended. Replaced bulb but still having issue. Found 7V instead of 12V instead on connector, likely faulty ground or resistance issue which I dont have the resources to diagnose.
