Need to change the four transparent panels on my pergola awning in backyard

Hello, I’m looking for an architect to take my initial designs through to DA council approval. This is a complex design and will need an engineering certificates. See last photo, in simple terms I’m looking to replace the existing deck and extend down the fence line the full length of the pool - 12m long by 2.75m wide(removing the existing garden), the existing lattice is to be replace with horizontal decking screen to a height of 2.4m from the deck, 5m past the end of the deck. The deck will need an access hatch to get to the pool filter. We then need to add a single sided pergola extending 1.8m from the screen down the full length of the pool, with lighting. Note: the deck is 1m above ground already so the posts will be a minimum of 3.4m above ground. On the other side of the fence is a 1.5m retaining wall to a driveway. See first few pictures for example pergola design and screen. Price is indicative but half of the negotiated fee will be payable on council approval.
