Dress shoulders require new seams

I have a long-sleeved dress that I've turned into a sleeveless dress by unthreading the sleeves myself. The shoulders are now frayed and untidy, and I'd like someone to stitch the shoulders (with a sewing machine) to create new seams so they're secure and tidy. The dress is made of viscose and nylon, and as you can see in one of the images, the materials need to be seamed back together. I do not want to reattach the sleeves.
