The point where the garage door spring is anchored to the wall has disengaged. The door frame wood is rotted. Either the wood has to be replaced, or a piece of angle iron could be used to anchor the point. Trying to glue the anchor point to existing rotted wood is not good idea, the force of spring may come off and cause serious injury and/or damage
