Bathroom Building Renovation Plan

I have 3 rooms that will undergo plumbing renovations that might need council approval. Bathroom - take out the bath and replace it with a toilet. Relocate the vanity. Laundry - will be changed into another bathroom; add a shower, add a bath, and add a vanity Kitchen - previously unused wall will be turned into a scullery/laundry and will house the washing machine and laundry sink, needing water and drainage I need a package to submit to the council, so someone who has previously done this would be ideal. I imagine a brief description (which I can draft) and plans in the format the city would accept. This will be for submission to the City of Joondalup (WA). I will manage the renovation as an owner, but will engage a licensed plumber
