Hang Heavy picture on plaster wall

Hang heavy picture frame.

We have purchased a new mirror approv 30 kilo and would like it hung up professional as advised by the retailer.

To hand one large painting and then 9 small porcelain plates. The plates already have hooks.

Hang 9 small photo frames in gallery style arrangement in stairwell (using command strips or nails, whichever you think is best). Bit of a precarious spot, so please see photos attached.

I have two jobs available: 1. In my previous place in Maroubra, I had a photo hanging on the wall- I have since removed this (but have the anchors still in the wall that need to be removed)- I need to cover up the holes left in the wall (e.g. plaster/similar), then paint over it, so the wall looks back to normal. It's a very small area- for someone with the right tools it will be a quick job. Note- I don't have the paint colour on me- I will need this to be matched based off the imagery supplied (it's just a white paint- so just need something that blends with the current wall). 2. In my new place in Kingsford (8 min drive from old place), I need someone to drill into the wall and hang up my picture. A friend actually tried to drill into the wall and do this, however couldn't do it with his drill- it seems that there's tough concrete or similar behind the wall, so he struggled (although- he had a very basic drill). Hoping that this is achievable with the right tools/expertise!

I need to have a aluminium rail drilled into cement wall above the stair case. The job will require a couple of ladders or a platform as the rail needs to be installed above the stairs.
