Need help hanging up a small mirror (5kg), requires two screws at the back. Will also need help testing wall suitability for drill.

We have a new mirror to mount. 90cm round mirror (refer attached photo). Wall we are looking to mount it on is concrete (rendered concrete blocks). Weight of mirror is 12kg. Installer will need appropriate apparatus to drill/ provide hooks so that mirror can be mounted by ‘d-rings’ (refer image).
